Management Decision-Making Based on the Results of Extreme Analysis of Quality of Life Parameters

Abstract. In modern conditions, the issue of managing the quality of life in society is relevant, which involves the need to define the scientific basis for a comprehensive assessment of the factors affecting its formation. This paper proposes information and analytical tools to identify promising directions of development in the system of changing the parameters of the quality of life and possible alternatives to achieve them by making effective management decisions. Application of the extreme analysis in the process of research allows us to determine the points of maximum efficient application of efforts of various subjects in terms of forming the living conditions of the society and providing its economic and reproduction activity. Such conditions include the following: conditions that ensure the satisfaction of physiological needs of society representatives, income generation, preservation and improvement of health, savings, implementation of social interaction, leisure activities, development of intellectual potential, and the possibility of safe life activities.

Technical and Economic Comparison of Technology Options for Complex-Mechanized Dismantling of a Residential Building Series 1-335A

Abstract. The article provides a technical and economic analysis of technologies for the complex-mechanized dismantling of a residential building of the 1-335A series using three different sets of equipment. The relevance of the topic lies in the fact that when developing a PPR for the dismantling of a building of the 1-335A series, rational compositions of three equipment complexes are selected, their cost and duration of work are compared with the identification of the most effective complex. The selection of construction equipment is carried out as part of the planning of an integrated mechanized production of works with the inclusion of automated equipment and, if possible, robots in the complexes. As you know, when demolishing buildings made of reinforced concrete structures, hoisting machines, cranes, demolition excavators with a wide range of replaceable attachments (hydrohammer, hydraulic concrete shears, hydraulic metal shears, dismantling cutters, etc.) are used. The article evaluates the effectiveness of the use of robotic technology in comparison with standard machine complexes. We believe this approach will be useful in making decisions in the process of renovation of the housing stock of the early years of construction.

International Experience in the Organization of State Financial Control

Abstract. The article examines the international experience of the organization of state financial control at the present stage and the possibility of its use to improve the efficiency of public finance management in the Donetsk People’s Republic. The features of the functioning of the external and internal state financial control bodies of foreign countries are investigated. The problems arising in the implementation of state financial control are identified and ways to eliminate them are outlined. It is proved that the Donetsk People’s Republic is on the way of establishing a system of state financial control and the creation of an effective system of state financial control is inextricably linked with solving the problems of effective use of available resources and permanent search for new opportunities. Proposals have been developed to improve the system of state financial control at the present stage of development of the financial system of the Donetsk People’s Republic.

Development of Directions for the Development of Territorial Real Estate Markets

Abstract. The article substantiates the need for the development of territorial real estate markets, characterizes real estate objects depending on the main features of the classification (reproducibility in kind, functional purpose, readiness for operation, intended purpose), defines the goals for the development of territorial real estate markets, and outlines the expected result. It has been revealed that the main goal of the development of territorial real estate markets is the symbiosis of economic, consumer and social goals in the form of obtaining decent economic results, revitalizing the construction industry, and implementing socially oriented projects. It is noted that promising areas for the development of the real estate market are related to ensuring the relationship with the natural environment and ecology, functional infrastructure and communications, socio-spatial organization, historical and cultural environment. It is noted that the definition of directions for the development of territorial real estate markets should be carried out within the framework of the ongoing state urban planning policy.

Features of the Formation of a Mechanism for Managing Innovations in the Heat Supply System

Abstract. The heat power industry in foreign countries is susceptible to various kinds of innovations, the best practices in the implementation of investment policy in the heat supply system are aimed at creating a reliable and stably functioning housing and communal services system, modernizing and capital construction of communal facilities. Domestic experience shows that at the moment, there is a significant gap with foreign countries in this area of research. The work investigates the causal relationships of the current situation with the insufficient level of investment attractiveness of the introduction of innovations in the field of heat power engineering, in particular, in the heat supply system. Comparative characteristics of the analysis of the responsible and European heat supply markets are analyzed. A number of measures are proposed and recommendations are given in order to stimulate innovative development in the field of heat power engineering and create a favorable climate for the effective formation of a mechanism for managing innovations in the country’s heat supply system.

Public Governance Performance Assessment Methodology

Abstract. Evaluating the effectiveness of public administration is an urgent task not only from the point of view of practice, but also from the scientific side. This is due to the high socio-economic significance of the results of the management activities of state authorities and local self-government, which not only determine the vector and regulate the process of economic development of territories, but also provide the necessary level and quality of life for the population. Since the key problem of improving the efficiency of the functioning of the public administration system is the complexity of its assessment, due to the intangible results of the analyzed system, the use of classical methods for assessing «efficiency» as an economic category is not possible. In this regard, this article is devoted to the generalization and systematization of the theoretical and methodological foundations of the effectiveness of public administration on the basis of existing domestic and foreign approaches and models, as well as the identification of new areas and methods of evaluation.
