Conceptual Foundations for the Formation and Implementation of the Organizational and Economic Mechanism of Sustainable Development of the Enterprise

Abstract. The article found the development of the provisions of economic theory in terms of determining the conceptual foundations of the organizational and economic mechanism for the sustainable development of an industrial enterprise, which are proposed to be understood as a working guide for understanding the essence of the problems of such development and determining ways to solve them, based on the use of a theoretical and methodological component that ensures the formation of a working hypothesis that explains the problem, and other elements of the methodology of knowledge, allowing to test the hypothesis, to provide a choice of ways to respond to the subject, making a managerial decision, to the manifestation of risk factors. The paper proves that the use of systemic, situational, substrate, process and a combination of other approaches, methods and analytical tools will comprehensively increase the validity of determining strategic alternatives for the development of an enterprise, ensure the adoption of appropriate organizational and economic decisions at a qualitatively high level.

Subjective Assessment of Quality of Life as a Tool for Change Management in the Economic System

Abstract. The possibility of solving tasks related to assessing the quality of life in the Donetsk People’s Republic is limited by the impossibility of using sufficient statistical information. This predetermines the need to form new scientific and methodological approaches based on the use of subjective assessments. This paper substantiates the expediency of formation of scientific-methodical approach to assessment of living conditions of the society, which determines its quality of life, and presents the content of such an approach based on the operation of subjective estimates. The paper presents the results of applying this approach to assessment of conditions determining the quality of life in the Donetsk People’s Republic and formed as a result of functioning of subjects of the system of life quality change, namely, representatives of society, public authorities, business representatives, institutional investors, non-profit organizations, entities that functionally provide normal vital activity of the population.

Information and Methodological Support of the Financial Control Procedure for Construction Industry Enterprises

Abstract. The essence of financial control and its types are considered in the article. It is revealed that financial control has historically emerged as a state control, and the subjects of the GFC have been identified. Based on the analysis of existing approaches in modern economic science, the objects of state financial control are specified. The role of the construction industry in the reproduction of fixed assets of the Donetsk People’s Republic in the current socio-political conditions has been determined. It is substantiated that the basis for the formation of an information and methodological base for financial control at the enterprises of the construction industry is the diagnosis of their financial condition. The stages of diagnosing the financial condition of an enterprise are formulated. The article presents a methodology for calculating indicators of the financial condition of an enterprise by groups: indicators of property status, indicators of liquidity, business activity, solvency, profitability, as well as final indicators of financial and economic activity in absolute terms.

Features of the Regional Organization of the Public Governance System

Abstract. The formation of a new paradigm of public administration aimed at the formation of power «for the people» and not «over the people», as well as the dynamic socio-economic and political conditions of the external environment determine the creation of a territorial structure of public administration that can flexibly adapt to changing conditions and the ever-growing needs of the population. Particularly relevant are the issues of the territorial organization of the public administration system for young states or states that are in a state of socio-economic or political crisis. The article carried out theoretical studies of the essence of the public administration system and studied the features of the regional organization of public authorities as the main elements of the system under study on the example of the Donetsk People’s Republic and the Russian Federation. The normative and legal bases for the formation of a system of public administration bodies have been generalized and systematized.

Evolution and Essence of Social Housing

Abstract. The concept of «social housing» is not fixed by law. The article defines the term «housing fund for social use» in accordance with the Housing Code of the Russian Federation. The historical aspects of the formation of social housing in Europe have been studied. Based on this, the main stages of its emergence and development are systematized. The distinctive features of the modern approach of European architects to the construction of social housing are highlighted. It is noted that the most striking examples of modern social housing are the projects of Dutch and Danish architects. The history of the emergence and construction of domestic social housing is studied (the specifics of the USSR state are taken into account). The relevance of solving the housing problem in Russia is substantiated. Separately, the issue of building social housing for low-income segments of the population, as well as improving housing conditions for certain categories of citizens, is highlighted.

Monitoring of the Implementation of Investment and Construction Projects: Current State and Development

Abstract. The article considers the theoretical foundations of monitoring investment and construction projects, clarifies the essence, goals, principles and functions of monitoring investment and construction projects. Main problems in monitoring investment construction projects identified. As investment is now under way in conditions of dynamic risk and uncertainty, the content of the investment project management process has changed significantly. It is not enough to evaluate project performance to make informed investment decisions. Continuous analytical work is required throughout the life cycle of the project. The information required for analysis on the current state of the project, arising deviations and problems can only be obtained by developing and implementing a monitoring system for investment and construction projects, which will significantly increase its effectiveness, thanks to the adoption of operational corrective management impacts. The features of the monitoring system are considered based on the scope of the project, its goals and stages of implementation. The main problems in the monitoring of investment and construction projects are outlined.
