Factors Affecting the Change in Specific Capital Investments in Construction

Abstract. Existing practice shows that an increase in specific (per unit area) capital investments in the construction of industrial buildings is caused by a large set of various factors that can be combined into three groups. The first group includes factors that step outside the influence area of construction at all its stages. Among them there are the amplification of climatic and geological conditions in connection with the development of certain regions, changes in the sectoral structure of construction, etc. The second group includes factors conditioned by the requirements of the industrialization of the construction process, acceleration of construction rate, etc. The third group is determined by the increasing service requirements for industrial buildings, including the requirements of social order, energy savings, etc. It should be noted that the listed factors, causing an increase in specific capital investments in the construction of industrial buildings, to varying degrees, retain their significance. An ongoing process of improving construction solutions at all stages of their creation is in progress as opposed to the factors influencing the increase in specific capital investments. The analysis of statistical data showed that the accelerated dilapidation of industrial buildings leads to an increase in labor inputs, funding, material and equipment for repairing and operation. It also increases capital investment in new construction to rebuild disrepair buildings. The processing of specific capital expenditures showed that their value most characterizes the efficiency of the costs of creating fixed assets.

Methodological Support of Business Process Reengineering in an Innovative Economy

Abstract. The paper explores the practice oriented aspects of business process engineering as an effective tool based on the introduction of innovative technologies in production management. Comprehensive substantiated organization of production and the implementation of redesign of business processes at enterprises allows to increase the efficiency of production organization and, as a result, to ensure production flexibility in order to fully meet the growing and constantly changing requirements of consumers. One of the most effective tools for the constantly changing market conditions of doing business is the efficient use of the repair resource, as well as the efficiency of interaction between the cross-functional group of the production vertical and the repair vertical of engineering. Efficiency in work, a clear distribution of roles between the verticals of engineering, will lead to optimization of budgets for repair costs, as well as control over the consistency of repair strategies of the enterprise. The article proposes the author’s interpretation of the economic essence of the category “management of the effectiveness of repairs” as a process of operational interaction of groups of the production vertical with the repair vertical of engineering. An algorithm for a cross-functional vertical of engineering was modeled, based on the ArisExpreess software, including: business stages of reengineering implementation; development, visualization and modeling of enterprise business processes.

Managing the Processes of Improving the Quality of Life of the Population: Problems and Prospects

Abstract. The article provides a theoretical analysis of the conceptual apparatus, clarifies the concept of the quality of life, and elaborates recommendations for the formation of a system of effective management of the quality of life of the population. The relevance of the research in the field of quality of life management of the population is due to the current economic situation in the country. The purpose of the socio-economic development of the DPR is to form an economic model that would have the potential for economic growth, would be able to improve the quality of life of the population, effectively modernize the production apparatus, and strengthen the competitiveness of products and services produced in the republic. In these conditions, the problem of quality of life management is of particular importance. In the modern world, the quality of life is the main goal of socio economic development and the most important criterion for the effectiveness of managing economic processes and the social sphere. The assessment of the quality of life is necessary to be able to analyze the current level of socio economic development of the state in comparison with other countries; to determine the goals and develop a strategy of state socio economic policy; to assess the effectiveness of socio-economic reforms and the level of support for them by the population; if necessary, to adjust the activities of authorities and management, which is associated with improving the quality of life of the population. The assessment of the quality of life can be characterized as a procedure for identifying the degree of responsibility of the main parameters and conditions of a person’s life to his life needs, as well as personal ideas about a decent life.

Innovative Process as a Development Engine of the Construction Complex in the Conditions of the Digitalization of the Economy

Abstract. The article analyzes the problems of the development of the construction complex in modern conditions, notes its relatively low labor productivity due to the slow pace of application of innovative technologies. The main characteristics of the innovative process in construction are revealed and the analysis of domestic and foreign literature on this issue is carried out. The relevance of the introduction of digitalization in the construction complex and the restructuring of the processes of managing construction and installation works, monitoring the progress of implementation, design technology, etc. due to innovative processes is determined. The digitalization of the economy is important for the development of the construction complex, as it opens up opportunities for changes and optimization of the construction business. Digitalization affects every stage and process, the entire chain of creation of the final value of construction products.

Regulation of Social and Labor Relations as a Priority Direction for the Implementation of State Social Policy

Abstract. The article discusses the theoretical foundations of the formation and regulation of social and labor relations in the context of the implementation of state social policy. Approaches to the interpretation of the term “social and labor relations” are systematized. The main subjects of social and labor relations, their rights and obligations in relation to other participants in the process have been determined. The key areas of social and labor relations in the implementation of state social policy are graphically presented, including: promotion of employment, social protection of workers, and prevention of unemployment and provision of social assistance to the unemployed. The indicated directions of social and labor relations, their main tasks and functions, as well as possible ways of their implementation, including the development and subsequent implementation of state programs, the use of various instruments and principles of regulation, are characterized. The factors influencing the development of social and labor relations are presented.
