Improvement of the Methodology of Diagnostics of Maturity of Business Processes at the Enterprises of the Transport Sector

Abstract. The article proposes an adapted method of diagnosing the maturity of business processes through the integrated use of a number of international standards series ISO/IEC 15504 Information technology – Process assessment, which makes it possible to carry out an objective assessment of the relevant operations in the transport sector of the Donetsk people’s Republic. This technique allows to apply the results of decomposition of the main business processes according to the methodology of functional modeling IDEF0, which is a set of measures when using a comprehensive diagnosis of economic activity of enterprises, when assessing the maturity of business processes.

Logistic Infrastructure in the System of Marketing Territories

Abstract. The theoretical review of the literature which allowed the author to define the concept of logistic infrastructure is given in the article. The elements of the logistic infrastructure were defined: technical infrastructure, trade and production infrastructure, institutional infrastructure and the system of information support for making logistic decisions. The importance of the logistic infrastructure in the system of marketing territories from the position of creating added value in the supply chains is explained. The factors and problems of forming Donbass logistic infrastructure are determined.

Modeling of Investment-Conditioned Reproduction of Society Based on the Factor «Budgetary Funds»

Abstract. In the work it is substantiated that the characteristics of the life conditions of a society, determining the subject bases for its reproduction, are dependent on changes in the parameters of the resource component of the investment to ensure the reproduction of society. The hypothesis was formulated and confirmed that the activity and specificity of the process of reproduction of society depend on the form of invested capital. Formed models of investment-driven reproduction of society based on the factor «budgetary funds». As a result of the analysis of the corresponding mathematical dependencies, the conclusion was made on the existence of: a close relationship between the coefficient of the efficiency of population reproduction and the volume of investments made at the expense of budget funds; feedback between the activity of migration processes and the change in the volume of such investments. This fact determines the relevance of the search for new forms of management of budget investments and the possibility of using models to predict the effectiveness of reproduction processes.

Risk of Job Loss as an Important Issue on Social and Labor Relations

Abstract. The article discusses with the economic and social consequences of unemployment. The reasons for dismissal may be different, but the economic, financial and psychological consequences are significant and affect all subjects of social and labor relations. One of the negative risk factors for the loss of robots – forced part-time employment of workers, which indicates hidden unemployment. This is a negative trend, since involuntary part-time employment is primarily a result of the low level of workload of production possibilities, undeveloped employment and significantly affects the change in staff income.

Abstract. The formation and development of the real estate market requires the search and study of various management systems. The study of world practice shows that the use of professional methods of managing a real estate portfolio can improve the efficiency of its use. The article deals with the formation and development of serving as an effective tool for real estate management in modern conditions. A characteristic of the serving concept is given. The evolution of the concept of «serving» from land works to real estate management is shown. Theoretical approaches to its interpretation are presented. Clarified and disclosed the concept of serving. The components, functions, basic principles, goals and objectives, as well as the distinctive features of serving, were studied. The functional models of servicing activity are considered.

Modeling of the Process of Program Budgeting in the Context of Sustainable Development of Socio-Economic Systems

Abstract. Today, the life cycle of many economic systems is undergoing constant changes, so it is important to debug the mechanism of adaptability, which is implemented through budgeting – a universal technology to cover the costs of budgets at all levels (state, regional, local). The article substantiates the organizational and economic support of the budgeting process for the development of socio-economic systems. The mathematical interpretation of the organizational and economic support of the budgeting process in sustainable socio-economic development in the form of a 31-dimensional polygon, as well as a polygon of optimal values. The form of the constructed polygons corresponds to the internal relationships between all the indicators and the optimal relationships between the features that characterize the state of the budgeting process. This approach is applicable to the budget system of any level (state, regional, municipal) in the development of the young state.

Abstract. The article examines the international experience of the establishment of the public administration institute, identifies current trends in the development of society, summarizes and systematizes the approaches to the organization of the public administration system, and studies the patterns of mutual influence of the forms of government, government and political regimes. The effectiveness of the existing systems and models of public administration has been analyzed and recommendations have been made for improving the system of public authority as a necessary condition for improving the quality of life of the population and the development of society as a whole.
