Organizational Support for the Functioning of the Housing Fund of the Territory

Abstract. The article deals with the fundamentals of the housing economy, the tasks of this branch of the non-production sphere. The main directions of the formation of a system for managing the use of housing stock are determined, largely depending on the form of ownership of the housing stock. The necessity and ways of transferring the housing facilities to the break-even operation regime have been identified. Solving the issues of the complexity of the approach to reform, in accordance with the objectives of the development of the territory, the interrelations between the organizational systems of functioning of the housing sector have been revealed and a mechanism has been created for organizationally ensuring the development of housing in the territory.

The Concept of Calculating the Adjustment to the Location of the Property Subject to the Assessment of Zoning by the Example of the City of Krasnodar

Abstract. There is a huge amount of justification for the magnitude of adjustments in the comparative approach in determining the value of real estate. The final choice of a concrete method of making an adjustment lies with the appraiser. Typically, the evaluator selects the analogue objects in the same area as the evaluation object. But that if there are no analogue objects in the desired microdistrict, then the evaluator needs to look for their neighboring areas and make corrections for the locations, but there is no rule for determining this correction. Therefore, taking as a basis the real estate market of the city of Krasnodar, a calculation was made of the value of the adjustment to the location taking into account the estimated zoning.

Optimization of the Process of Restoration of Residential Real Estate and Objects of Social Infrastructure of Donbass 

Donbas National Academy of Civil Engineering and Architecture
Abstract. The article deals with the process of restoration of residential real estate and objects of social infrastructure, problems and optimization of this process. Three stages of restoration of housing and social infrastructure objects, results of these programs for three years are considered. Statistics are presented regarding the number of damaged and restored objects: apartment buildings, private houses, water supply and sewerage, heat supply, education and healthcare. Problems that affected the effective recovery process are identified. The activities are proposed, the implementation of which will help to eliminate the existing problems. The creation of the Technical Supervision Service with a specific set of powers is considered. The program of stimulation of contract organizations is developed. The essence of creating a single updated database on accounting for destroyed and restored residential real estate and objects of social infrastructure of Donbass is disclosed.

The System of Contesting the Results of Cadastral Value of Real Estate in the Krasnodar Territory

Abstract. In modern Russian conditions, the system of state cadastral valuation has a number of shortcomings, widely discussed at various scientific events and editions of specialized purposes. Today, an unjustified change in the value of the cadastral value often brings with it a number of negative consequences. With a decrease – there is a decrease in tax revenues, which leads to difficulties in financing government projects and increasing social tension. With overstatement, there is an increase in the tax burden on citizens and business. The results of evaluation work are dissatisfied with the state, citizens, and business. As a result, a system of contesting the results of the cadastral assessment has emerged and is developing in the country, which, as practice has shown, also needs significant modernization.

Abstract. The essence of innovation development strategy is substantiated in the article. Classification of innovative development strategies is considered. On the basis of the conducted studies, the authors proposed a generalizing characteristic of the types of innovation strategy. The interrelation of innovative strategies is shown. The characteristic of directions of innovative strategy in the structure of strategic management of the enterprise is revealed. In the article the model of formation of strategic innovative development of the enterprise in interaction of the purposes of the enterprise and a resource component is resulted.

Foreign Experience of Functioning of the Real Estate Market

Abstract. This article discusses the current state of the real estate market of such countries as Russia, Great Britain, France and Republic of Belarus. The features of functioning of the real estate market in modern conditions are revealed and the basic factors influencing its development in each country are defined.The possibilities of using foreign experience in domestic practice are considered. The necessity of development of the practical recommendations directed on development of the Republican real estate market, on the basis of identification of tendencies, regularities, factors and conditions of its functioning in the conditions of unstable political and economic situation is proved.

The Main Components of the Social Policy of the Modern State

Abstract. In the article, using the methods of expert assessments, analysis, comparison, the components of the state social policy are considered, which include indicators of the level and quality of life of the population. The components of these indicators were studied. Examples of legislative consolidation of these indicators in the Russian Federation and Ukraine are given. The index of human development as an integral indicator of the level and quality of life is considered. A conclusion is drawn about the importance of calculating these indices.It is concluded that the indicators of the level and quality of life of the population of the state – are components for assessing the effectiveness of the state of social policy. These indicators should become the main indicators in assessing the welfare of modern society.

Institutional Effectiveness the Development of the Information System Architecture of e-Government DPR

Abstract. The article substantiates the need for the development and implementation of the e-government system in the Donetsk People’s Republic. The experience of advanced countries using the e-government system, as well as its effectiveness for the economy, is considered. The list of state services for business and the population, requiring the transition to an electronic format, is given. The necessity of creating a system of interdepartmental electronic document circulation is substantiated. The advantages of the system of interdepartmental electronic document circulation over traditional paperwork are considered. The architecture of the electronic government system of the DPR has been developed. The main principles of the architecture of the electronic government system of the DPR are considered. A number of elements are presented that require development for the effective functioning of the e-government system in the DPR. A conclusion is drawn on the institutional effectiveness of building an e-government system in the DPR.

The Essence of Approaches to Valuation Activities and the Methodology for Estimating the Value of Real Estate in a Crisis Economy

Abstract. The essence of approaches in valuation activity in the conditions of crisis economy is considered in the article: cost, comparative, profitable and combined approaches to valuation of real estate objects. Improved comparative characteristics of the advantages and disadvantages of existing approaches to the valuation of real estate. The algorithm for determining the value of real estate on the basis of the software «ARIS Express» is modeled, on the basis of which, the process of appraisal activity includes five main stages: from the analysis of the financial and economic activity of the facility to the final value of the value of the investigated real estate object.
