The Formation of the Russian System of Real Estate Taxation in Urban Areas

Abstract. The formation of the taxation system of real estate in Russia has come a long way. In the early periods of the state’s development, property taxation was reduced to a land tax (yard). Later, a tax on buildings is introduced and land is already being improved and taxes are taxed separately. In this regard, there is a need to evaluate real estate, therefore already in the late 19th century, the country is actively conducting work on the valuation of real estate. For the first time cadastral value as a taxable base for land tax was introduced in 2004, from this period the system of real estate taxation from cadastral value is gradually beginning to develop.

Abstract. In the article the approach is represented to valuation of regions’ level and development dynamics as well as to optimal choice of measures in managerial decisions making, within the frames of methodical and instrumental basis to provide the process of indicative management. The set of statistic parameters is proposed for calculation of integral indices on their ground together with mathematical model of optimal measures choice that would allow substantiated selection of measures among available alternatives which are able to result in maximal growth of indicating indices of regional development within the given financial, organizational, and other limitations.

Human Resource’ Standardization and Certification: the Place and Role in Organization’ Management

Abstract. The article considers the issues of HR’ management in the organization in the conditions of HR’ certification and standardization. Modern problems in the field of standardization and certification of personnel training are analyzed. The basic principles of standardization are stated. The necessity of applying the professional standard based on unified professional standardization systems as a tool for the formation of competitive HR is substantiated. The concepts of professional standard, HR’ certification are considered. The article describes the basic principles of personnel certification. Models of HR’ standards for certification and standardization are presented, which are actively implemented at the international and national level, as well as the specifics of their application in the HR’ assessment.

Information System of The Provision of State and Municipal Services

Abstract. In the context of modern challenges, the development of a system of providing state and municipal services faces the imperfection of information support for the process of making managerial decisions. This is due not only to the reliability and speed of updating information, but also to the lack of generally accepted methodological approaches to assessing the effectiveness of using information resources of state authorities and local governments. The article considers the increasing role of providing public authorities with information resources, as well as mechanisms for their rational distribution and evaluation of use. The essence of the concept «information system» is disclosed in the context of the functioning of government bodies. Distinctions of the information system of providing public services at the state and municipal levels are noted, as well as recommendations for optimizing this process and improving the efficiency of the public information management system.

The Substantiation of The Methodology of Estimation of Effectiveness of Management of Personnel of the Enterprise

Abstract. The article deals with the essence of the concept of efficiency, as well as various methods of evaluating the effectiveness of personnel management presented in the economic literature. The method for assessing the effectiveness of personnel management based on the example of the Republican enterprise «United Directorate for the Restructuring of Coal Industry Enterprises of Donbass» is substantiated using correlation and regression analysis, which allows to calculate the integral efficiency index. When calculating the integral indicator of performance evaluation, indicators that influence it are grouped into seven groups (personnel analysis and planning, personnel assessment and motivation, creating conditions for the organization of work, increasing innovation activity, development and training of personnel and its retirement).Based on the results of the calculations, it was revealed that the company paid insufficient attention to effective personnel management, in this connection, certain directions were proposed, primarily regarding motivation, development and enhancement of innovative activity of workers that would improve this situation. Thus, the evaluation of the effectiveness of personnel management will allow objectively to determine the positive and negative aspects of the activities of not only employees but also the enterprise as a whole.

Abstract. The article conducted research of the quality management system at industrial enterprises. Assesses the effectiveness of used methods of quality management in industrial enterprises. As a product quality control aims to achieve the level of quality that will meet the economic interests of the producer and the consumer. It is proposed to use a mechanism of quality control that is designed to implement the goals of quality and is focused not only on minimizing losses, but on the coordination of production cycles. There are many different methods of quality management. Reviewed all the methods of quality control used on domestic industrial enterprises, such as: economic methods, methods of material incentives, organizational and administrative methods and educational methods. We also offer tools and approaches to improve the system of quality management on domestic industrial enterprises.

Information and Communication Technologies Provide Municipal Services

Abstract. The article substantiates the expediency of introducing information and communication technologies in the sphere of providing municipal services, including in the form of introducing and improving the e-Government system. Proposals on the introduction of the system of electronic services in the LAN at the municipal level are presented. The article describes the stages of introduction of information and communication technologies in the practice of local government. Proposals have been developed to assess the accessibility, quality and popularity of municipal services using cluster analysis methods. As criteria for the analysis were proposed: the form of filing a request for a municipal service and (or) the form of providing municipal services (electronic, written, combined); quality assessment of municipal services by consumers. The list of indicators can be expanded by including additional criteria or splitting the given indicators into components depending on the purpose of the analysis and the specifics of the services.

Price and Normative-Expensive Mechanism of Calculations Between Participants of the Wholesale Electricity Market (on The Example of Donetsk Region) 

Donetsk State Academy of Management and Public service under the head of Donetsk of the People’s Republic
Abstract. It is argued that under conditions of natural monopolism, the upper limit of the price for electricity consumers of the Donetsk region should be determined by benchmarking the electric power systems of the EEU countries with a similar technological structure of electricity production. It is argued that with this approach, the normative distribution of income between participants in the wholesale electricity market should be carried out in proportion to their costs, minus the incomes of participants, connected in a consistent manner in the process of production, distribution and supply of electricity. To prevent overstatement, debt generation and benchmarking in the existing normative mechanism of settlements in the Donetsk region’s wholesale electricity market was proposed to include the entity, which monitors prices and costs, coal mines that supply energy coal and organizations that transmit electricity to local power grids. For the control of calculations it is offered to use invoice for the population and account – payment request for non-household consumers.
