Actual Problems of Forming and Development of the Human Resources for Local Self-Government Bodies

Abstract. One of the topical problems of the modern Luhansk is considered in this article, namely, staffing of local self-government bodies. On the basis of the research, the author identified the main problems that impede the process of formation of effective public administration at the local level, as well as the ways of their solution are proposed. The conducted research allowed asserting that in the current socio-economic and political conditions it is the formation of the personnel reserve that will make it possible to improve the efficiency of public administration.

Development of the Anti-Crisis Strategy of the Trading Enterprise

Abstract. In the article the authors have determined the essence of the anti-crisis strategy as an integral element of the anti-crisis management of the enterprise. It has been systematized methodological approaches to the interpretation of the concept of «anti-crisis strategy». The main approaches to the formation of the enterprise strategy in crisis conditions have been considered, taking into account the fact that the activity of the enterprise depends on the state of the country’s economy as a whole and passes the corresponding life cycles, it has been suggested to link the choice of the anti-crisis strategy of financial management to the stage of the enterprise’s life cycle. In the article it has been also developed a scheme for the formation of the company’s anti-crisis strategy.

Organizational Mechanism of Land Resources Management of Agro Industrial Enterprises

Abstract. The article substantiates the essence of land resources using management of agrarian enterprise. The necessity of administrative measures systematization with the purpose of effective land relations formation is determined. The authors, based on the studies, developed a comprehensive organizational mechanism for managing the land resources use for typical enterprises of the agro industrial complex. The characteristic of elements of the organizational mechanism is given, the purposes and tasks for its application are generated. The main instruments of the mechanism functioning are considered. The main advantage of the proposed organizational mechanism is that unlike similar mechanisms, a method of economic interpretation of management measures for the use of land resources of agrarian enterprise was proposed with the aim of rational use of land resources while minimizing the risks and costs of the owner of land resources and the land user.

Increase of Competitiveness and Efficiency of Activity of the Building Enterprises by Consolidation of Participants of Building Business

Abstract. The article examines the problems of increasing the competitiveness of construction companies by combining them. The main types of associations of enterprises in groups are considered, definitions of existing and most widespread types of associations are given. The author’s definition of the concept «group of enterprises» is given. The features, advantages and disadvantages of existing types of business combinations in groups are revealed. The necessity of association of the enterprises of the construction industry in groups of enterprises is substantiated. The models of association of enterprises of the construction industry in groups have been developed. The hierarchical features of building a group of enterprises are presented in detail. The interrelations of construction enterprises within the proposed models are described. The main features and disadvantages of the proposed models for the association of construction companies into groups are considered. Recommendations are given on the use of a certain model of combining enterprises in the construction industry, depending on the objectives and the current situation.

Rationale for the Selection of the Enterprise’s Innovation Development Strategy

Abstract. The article considers the economic essence of strategic management of innovative development of the enterprise, which includes three components: elemental, functional and process. The principles that should be followed in the process of strategic management of innovation development are specified. It is established that any strategic measures taken by the enterprise are innovative in nature, since they are somehow based on innovations. Due to the individual characteristics of each enterprise, there is no single universal innovation strategy, nor is it strategic management for all enterprises, which requires consideration of certain factors, such as: market position, labor potential, risk, financial opportunities, etc. The possibilities for innovative development of an enterprise depend on first of all from its innovative potential, based on the results of the assessment of which the economic entity can choose one of the three strategies within the innovation path: in Individual strategy (high potential); innovation-integration strategy (medium potential) and borrowing strategy (low potential). The innovation potential of SE «Autobahns of Donbas» is analyzed and the strategy of its further innovative development is justified.

Mass and Individual Valuation of Real Estate in Urban Areas

Abstract. Currently, in Russia, the cadastral value of land is determined using mass valuation techniques, but these methods are not very accurate and lead to major mistakes on a national scale, which entails either lost tax losses for the state, or massive revaluations of the cadastral value in Private order. These errors are most noticeable when the valuation is conducted on an undeveloped real estate market, for example, for land for objects of public-business importance or multi-apartment buildings. That is why it is necessary to apply individual assessment in specific cases, or to combine them, because the received cadastral value in some cases may differ more than 3 times from the established cadastral value.

Abstract. In the article, based on the analysis of theoretical and methodological developments of domestic and foreign scientists in the field of rational nature management and environmental protection, the need for a strong relationship between the strategic management of the region and the availability and use of natural resources is justified. The main problems in the organization of strategic management of the resource potential of the Russian regions are identified. The main principles of regional management of the rational use of the resource potential of the territory are singled out. The necessity of integrated strategic management of the region as an ecological, social and economic system is substantiated. It includes all types of resources: natural, financial, industrial, information, human, etc. The main principles and tasks of effective strategic management of the region’s resource potential are formulated.

Current State of Personnel Support of Local Government of the Russian Federation

Abstract. In the article the views of scientists of the Russian Federation on the problem of staffing by the state and municipal authorities are revealed: they are G. Atamanchuk, S. Avakyan, G. Barabashev, J. Vasyutin, O. Kutafin. The features of formation of personnel maintenance of local government of the countries of the European Union, Republic Belarus, Republic Kazakhstan are also resulted. The problems of staffing of local government bodies of the Russian Federation are examined, among them we can see a shortage of professional cadres of local self-government bodies; lack of prestige of service among young people. It is noted that these problems are inherent in the local government of Donetsk and Makeyevka. On the basis of Russian research, ways of improving the staffing of local government bodies are proposed.

Theoretical Bases of Formation of the Human Capital of Local Governments

Abstract. The theoretical bases of formation of human capital by a local government body are considered in the article. The definition of the human capital of local self-government bodies is cited, which refers to the accumulated knowledge and experience of a civil servant, which are decisive in solving the main goals of local government, which include: raising the level and quality of life of the population of the territory. Basic principles and factors are singled out. Principles: consistency, utility and optimization. Factors: the level of education; level of professionalism; level of motivation; level of use of innovative technologies. The interaction of the principles and factors of human capital is aimed at the effectiveness of the work of local governments, which ultimately will affect the growth of the well-being of the inhabitants of the territory.
