The Methodology of the Social Policy of the Modern State

Abstract. The article describes the main components of the methodology of the social policies of the modern state, the main features of the welfare state have been highlighted. The definition of social management has been given and its functions have been determined. The effectiveness of social policies is caused by many factors. Among them, an important role is assigned to the organizational effectiveness of government measures in the field of management of social processes. Specific management solutions can reduce or increase the compensatory possibilities of the social sphere, more or less fully take into account the level of the modern needs of the population. The need to improve the efficiency of social policy increasingly felt by the people and recognized by the authorities.

The Role of Public Administration in Development of Effectiveness in the Sphere of Culture

Abstract. This article explores the role of public authorities in enhancing the efficiency of development of the sphere of culture at the local level. In an unstable economic and political situation that characterizes the current period of development of our region, the social aspects of livelihoods to the fore, because their satisfaction can reduce social tension in society. The increase in the level of development of the sphere of culture is an important area of local social policy and defining the comfort of living of residents in a particular area, hence the urgency of this problem. The conducted study allowed to assert that in the difficult conditions of economic development of the enterprises of socio-cultural sphere, they are not able to provide the population with the necessary amount of quality social services in connection with the necessity of developing and improving mechanisms of state control in this sphere.

Improving the Efficiency of the Main Parameters of Labour Potential of Construction Enterprises (for Example «Dialog» Ltd.)

Abstract. In the article the questions of formation and development of labor potential have been considered, the concept of «the parameters of the labor potential of the enterprise» has been specified, systematization of quantitative and qualitative parameters of the construction companies has been found out, the methods of increasing the efficiency of the basic parameters of development of labor potential of construction enterprises have been substantiated. Economic efficiency of the implementation of the proposed project on the example of a construction company LTD «Dialogue» has been analyzed.

Economic Aspects of Functioning and Building of Sporting Building

Abstract. The economic aspects of functioning and building of sporting building are considered in the article, base successful external environments, pre-conditions of erection of objects of sporting infrastructure, are determined. For forming of reliable conclusions the analysis of the state and problems of development of sporting sphere is conducted in modern terms taking into account the existent factors of pressure, a potential target audience is identified, recommendations are offered on development of sporting sphere on the basis of stimulation of mass types of sport, modern sporting fascinations for providing of the complex going near the decision of problems in default of necessary resources.

Prediction Needs Human Resources Medical Institutions

Abstract. This article is indicated the importance of combining the personnel policy of the health system and the system of formation of jobs; the problem of formation and development of the health workforce has been determined, the result of the decision which is to increase the efficiency of management of the sector as a whole; the importance of innovative approaches to the formation of human resources industry policy is identified; the need to implement an effective personnel policy, which will allow for prediction of the process of reproduction of labor resources of medical institutions, on the basis that the role of skilled health personnel is key to the provision of health services is identified; the model for predicting human resource needs of health institutions, which is able to analyze the probability changes in the needs of the population in the health services on the basis of changes in the structure of morbidity, disability forms and types of injuries, as well as the volume and types of services needed to ensure these results is developed; the implementation of this model at the National Trauma Centre has been executed.

Models of Effective Human Resources Management in Medical Institutions

Abstract. In this article the importance of human resources for the effective functioning of medical institutions in terms of the formation of human resources has been determined; the importance of training; human resource management issues have been considered in the health services; the approach to the management of human resources in the health services has been offered in the form of two blocks: the organizational unit and the key areas of work with the staff, which considers the human resources management process mainly of socio-psychological management methods, and less the administrative and economic methods; the model to calculate the human resources management in the health services has been developed, also the implementation of this model based on Yasinovatskii central district hospital has been executed.

Abstract. This article describes the features of the health services modernization; the features of strategic management in the conditions of changes in the external environment of the health system that lead to changes in the established economic relations; the human resource management within the framework of a strategic approach, taking into account the principles and the principles of the personnel policy is reviewed; the scheme that characterizes the fundamental aspects of human resource management technology is reviewed; the task scorecard, namely comparison and combination of strategic goals and objectives directly with the performers, which lays the whole burden of responsibility for achieving the very goals and objectives is defined; top priority to achieve a competitive advantage in the field of health, namely the adaptation of the provisions of international quality standards for the health system modernization are allocated; the scheme of the organizational quality of care environment is developed.

Foreign Experience of Housing and Communal Services and the Formation of an Efficient Owner 

Donbas National Academy of Civil Engineering and Architecture
Abstract. The article deals with the foreign experience of housing and communal services based on the establishment of the content of each approach to the management of the housing stock and infrastructure projects of municipalities. It has been specified four management approaches, determined by the authors as a business priority, quality, partnership and savings. The characteristic and features of each approach have been given. By analogy with the international experience, possible scenarios of development of housing and communal services have been presented, under the condition of selecting an approach or their combination. Suggestions to the efficient owner formation in the housing management market have been given.
