Methodological Approaches to Evaluation of Efficiency of Social Investments

Abstract. It has been proved the role of social services in determining the areas of investment by potential investors. It has been examined existing approaches to evaluating social investments, their systematization has been carried out. We consider both quantitative and qualitative indicators used by different authors in the evaluation of social investment. It has been obtained data drawbacks of methodological approaches to the assessment of social investments.

Study and Evaluation of Legislative Approach of Dimensioning of Land Fee in the System of Land Area Tax

Abstract. In the article it has been carried out the mismatch argument of normative monetary value and the market value of the land, which in turn leads to differences in potential royalties payments for land and land the burden for taxpayers. It has been analyzed the basic norms of the current legislation on land valuation, affecting the size of the land board, it has been found out the possible elements of an incorrect (overstatement / understatement) calculation of payment for the land.

The Conceptual Principles of Development of Housing Construction by Use of Forms of Public-Private Partnership

Abstract. Article is devoted to studying of system of the principles reflecting rules and standards of behavior of subjects of housing construction in implementation process of projects of public-private partnership. In materials of article the conceptual bases, including the fundamental principles of development of housing construction are formulated: use of public-private partnership as the tool for attraction of a private equity to the sphere of housing construction, and development of effective local and industry programs of upgrade and development of a dwelling stock which implementation by means of use of forms of public-private partnership will promote development of the sphere of housing construction in the Donetsk region. The interrelation of concepts «public-private partnership» and «housing construction» is considered, and also the conclusion is drawn that development of the sphere of housing construction directly depends on creation of effective system of interaction of the state and a private sector.

Approaches to Improving of the Organizational and Economic Mechanisms of Housing Reconstruction in the Region

Abstract. The main elements of the organizational and economic mechanisms of the housing stock reconstruction in the region are analyzes in the article. The organizational factors of inefficient use of reserves to increase the volume of the housing stock reconstruction in the region and the directions of stabilization are identified. Based on the analysis of international experience, the using of alternative sources of financing of reconstruction projects, such as public funds and grant funds has been suggested.

Abstract. Formation of the intellectual resources and their efficient use and augmentation are factors not only enhance the quality of life of society, but also to create the material conditions for its maintenance. The latter is essentially a manifestation of the development of intellectual entrepreneurship as a special form of realization of entrepreneurial activity, the basis of which is the integration of social and economic parameters of reproduction processes. The paper substantiates the necessity of studying the intellectual content business, presents a variety of approaches to its understanding, formulated features Intelligent Enterprise Institute, and its species identified. Presented by the author’s understanding of the intellectual content of entrepreneurship as the willingness of people to generate new knowledge and ignore alternative ways of solving problems, carrying out economic activities aimed at making profit.

The Problem of Selecting of State Social Security Indicators and Determining Their Threshold Values

Abstract. The crisis in the global economic management system, the negative dynamics of production and consumption in most countries make it possible to re-evaluate the importance of social factors as the main components of economic development. A long-term sustainable development should be balanced economically and socially. Based on this health care, education, living standards and life quality, employment issues are become important now. The strategic objective of state social policy is to ensure social security and creating conditions for citizens to realize their rights to education, health care, etc., which are reproduced human capital and state intellectual resources are formed. The concept of social security is analyzed, the characteristics of a totalitarian and liberal social security model are given, the tasks and principles of ensuring of social security are defined, the indicators of social security by threats groups are specified and the recommendations of improving of social safety and acceleration of social development are designed in the article.

Abstract. Today, the efficiency in the activities of many businesses depends on strategic management. It is important that the internal capacity of enterprises correspond to the achievement of long-term corporate goals and development of competitive advantages. In turn the enterprise in the proper measure is not used approaches and methods of strategic management, which negatively affects the economic activities of the organization under constantly changing environmental conditions. Thus, the current direction of formation of the mechanism of strategic management is an important aspect of sustainable growth and development of enterprises.
