Genesis of a Land Tax

Abstract. Currently, land tax is one of the main sources of own revenues of local budgets. However, the potential of budget revenue from this type of payment is not used in full. Unused revenue potential and unresolved (to date) the many problems associated with land taxation largely due to historically. The article reveals the genesis of land taxation, historical problems of land tax are analyzed, the ways of resolving these issues are proposed, taking into account historical experience in order to strengthen the tax base for land tax, increasing of tax revenues to local budgets.

Abstract. The article is devoted to the determination of the role of the theory of local government in the formation of the institute of local government. The article describes the basic theory of local government: the theory of free community, social theory, state theory, legal and political theory, the theory of dualism. The article identifies the key provisions of the main theories of local government, as well as consider their interpretation scientists founder of the theory of local government and explored views on the problem of modern scientists. The article substantiates that the variety of theories confirms the importance of local government at different times, in different countries with different political systems. It is proved that local government, as well as its basic theories play a leading role in the development of society.

Problems and Approaches to the Regulation of Public Performance of Electric Power

Abstract. It was established that between the economic, social and environmental components of the social efficiency of electric power there is a dialectical contradiction, where general effectiveness criterion appears the price of electricity produced and sold. The monopolists are constantly striving to improve it in order to extract more profit and technological and commercial losses by consumers. As a result, there is the phenomenon of redistribution of money from the group with high purchasing power in the group with low solvency. It is noted, price discrimination results in the desire of consumers to delay payments for consumed electricity, which contributes to the growth of defaults on the scale of the national economy. The electricity market liberalization to a certain extent restrains price increases has been proved, but there is no the incentive to improve the efficiency of all components of the public electricity sector and achieving their balance.

Socio-Economic Aspects of Coal Facilities Renovation by Way of Data Center Placing

Abstract. In the article the social and economic problems of the coal-mining regions, on the territory of which the process of winding-up of colliery undertakings are under way, have been considered. The economical aspects of the colliery undertaking renovation have been represented. Authors performed the analysis of prospects for the transformation of colliery undertakings, exhausted ins resource into data centers (DC). It has been represented, that mine area is promising for the creation of current data-centers and has high potential, the use of which will allow to cut expenses of construction and operation of data centers. On the other
hand – the data-centers organization on the base of the mines, which exhausted their coal facilities, will help to solve a number of socio-economic problems, associated with their closure, especially if they are town-forming.

Theoretical Bases of Staffing of Local Authorities

Abstract. The article deals with the theoretical basis of the staffing of local governments. We consider research G. Atamanchuk, V. Babaev, Ya. Kayl, V. Epinina, A. Manyakin, N. Goncharuk, V. Chirkin and others. The paper emphasizes that the current model of human development does not provide the necessary quantitative and qualitative characteristics of the labor force. Today there is a trend to depopulation, the aging, the impoverishment of the population, the migration of skilled labor abroad, employment strain, marginalization trained professionals, poor working conditions, lack of incentives to professional development in most enterprises, institutions and organizations in the country. As a result, it identified the main problems of staffing local authorities and suggest ways to improve staffing of the public authorities.
